Due to its considerable solubility in water, white mineral oil, isopropyl palmitate, and other cosmetic ingredients, coupled with its broad-spectrum efficacy, low toxicity, and lack of allergic or irritant properties (a 2.2% aqueous solution is non-irritating to the skin), phenoxyethanol is widely used in cosmetic creams, lotions, and shampoo formulations.
